right now on "nbc 10 news today," prime time clash, donald trump and hillary clinton debated one last time and differed on everything from national security to finances to whether they would support the winner of the presidential election. breaking right now, firefighters are battling flames in several row homes in south philadelphia. we'll take you live to the scene. and not yet street legal. ride sharing programs like uber and lyft are technically illegal in pennsylvania but that could change. good morning, welcome to thursday. and welcome to "nbc 10 news today." i'm tracy davidson. >> and i'm vai sikahema. today is part of a new trend in

the weather. we'll start with meteorologist bill henley in neighborhood weather. hey, bill. >> it's a cooler trend we're looking at, temperatures haven't come down compared to most of the area. 65 degrees in philadelphia. skies are mostly cloudy right now. but there will be breaks in sunshine. it's not very likely that philadelphia will see any showers, just a slight chance during the day. 65 degrees at 7:00. a bit more sunshine at 10:00 this morning. we probably will see some shower activity in the lehigh valley. clouds will be increasing there. we'll see some sunshine, but it starts to fade later this morning, temperatures climb into the 70s. that's still unusually warm for this time of year. but we're not going to see the record heat with temperatures in the 80s like we had yesterday. 77 degrees this afternoon. some of the farther northern and western suburbs could see a spotty shower, 75. heavy rainfall expected. king of prussia, 61 degrees at 8:00, 65 degrees at 11:00, for the lehigh valley, that chance of showers, meantime at the

shore, partly sunny skies. we've seen sunshine there and up to 73 degrees. take a look at where the showers are hitting and where they're likely to pop up when i come back in a few minutes but first jessica boyington watching the "first alert" frank. >> we're watching this over in philadelphia, 9th and 10th and 11th and christian street all blocked box of a row home fire. traffic is being diverted. the streets are a little narrow and difficult to cross through. some of the detours may be difficult to get around. washington avenue is a great alternate, runs a little farther south of the scene. you can scoot on by. other than that it's mostly going to be locals that live in the area that will be affected by that, other than that, washington again is your best bet for alternate. still a little early at this 5:30 mark. also watching the blue route this is right around the germantown pike on-ramp. you can see northbound on the blue route not having any problems. checking with drive times as

well also still in the green and speed in the 60s. last day, we're checking with this accident scene on abington and susquehanna road. now to breaks news, the fire that jessica was talking about in south philadelphia. >> firefighters still in philadelphia after putting out that row home fire a few hours ago. deanna duranty is on the scene. >> reporter: as you said, firefighters say the fire is out. we're told they are checking making sure there are no hot spots. if you take a look at the building on the corner of alder and south street, it's a very narrow street. we've got video that residents shot. shorts telling that they believe the fire started either close to the rooftop, residents tell us they frequent going up on the deck. it's a fairly new deck and that

could be where the fire started and spread across the rooftop of the building. again, these are narrow streets here. these could present a challenge to the fire department. we spoke with the commissioner an hour ago. >> it's a challenging position. but we have places like this all around the city. a lot of blocks, and it's a great city and lends the character. but obviously for firefighters it can be a real challenge. >> reporter: now, teele telling us when firefighters arrived all of the people in the apartment building got themselves out. they're not sure if they had working smoke detectors in the build. another fire department is on scene to remind everyone to to make sure those batteries are working in the smoke detectors, we're told one person was transported to jefferson with minor injuries. that's the very latest.

by russia in the election? >> by russia or anybody else. >> you condemn their interference? >> of course, i condemn. i don't know putin. >> the two clashed over the experience. trump says she has it but it's bad experience. >> clinton countersed by mentioning while she was that the situation room, while forces kill bin laden, he was doing "celebrity apprentice." clinton expressed confidence tweeting that feeling when you win three straight debates. >> pamela osborne is live in the digital operations center. what do people in the area say the morning after? >> i think at this point, a lot of people have a sense of which candidate they'll choose come november. what's interesting to after that, the people they spoke to after last night's debate seem to agree the debates themselves haven't swayed their opinions. nbc10 talked to voters who

watched the debate at the diner in upper darby. these are voters who could determine the outcome of the presidential debate. some said they didn't bother watching the debate because they don't trust the other candidate to take on issues facing the candidates. whether they watched or not, it was all people were talking about. >> we were just talking about it. we're not sure it's going to make a big difference. >> i think that people are just, frankly, a little exhausted. i mean, this entire cycle. this has been a circus. >> i don't really think it's for us in terms for the people. i don't think they care about what we need. you know, i think we're in a very bad state right now, to be honest with you. >> and we talked to another voter who says he thinks there are more questions that each candidate has to answer before the november election. we'll have even more local reaction in the next half hour. in the digital operations center, i'm pamela osborne,

"first alert" meteorologist bill henley has the details. hey, bill. >> temperatures are coming down, that'shyp:÷ trend that's going continue. other than that, nothing is coming out of the skies in philadelphia but there's a chance that we'll see showers in parts of the area. the area most likely to get showers later this morning, lehigh valley into berks county, and northern lancaster county. we've seen heavy downpours in north central pennsylvania.

and some thunderstorms that are quickly moving off to the northeast. so, a chance of umbrellas going up in philadelphia, not very likely. temperatures, they will be going up. but not the 80s like we've seen lately. 65 degrees with mostly cloudy skies. we'll get some breaks of sunshine. we will see warming from the 60s into the 70s this afternoon. i don't think showers are happening for philadelphia. for the suburbs, there is a chance of showers. we will get breaks of sunshine, turning mostly cloudy by noon time and into the early afternoon, that's when we could see scattered showers. 70s this afternoon for the suburbs. lehigh valley, 61 degrees right now. mostly cloudy to start with. clouds this morning may produce showers by around lunchtime early afternoon, those clouds lingering into the late afternoon hours. new jersey, you'll get breaks of sunshine but more clouds than yesterday and not as hot as yesterday. 61 right now. 74 at lunchtime, middle 70s this afternoon. it's cooler at the shore.

the south carolina republican said mr. trump is doing the party and country a great disservice by continuing to suggest that the outcome of this election is out of his hands and rigged against him. if he loses, it will not be because the system is rigged but because he is a failed candidate. we'll have more reaction from the spin room ahead in the next half hour. happening today, new jersey lettingers will consider giving themselves the power to compel to testify. state investigators are investigating a crash that happened in hoboken last month. one woman died more than 100 others were hurt. the long investigation comes after a review of safety data that showed nj transit had more accidents and any other commuter railroad nationwide over the past five years. 65 degrees right now. new jersey governor chris christie will likely not appear in court next month to answer the citizen's criminal complaint related to bridgegate.

a court filing says a governor will appear. but a source close to the case says it is unlikely. last night, a judge ruled there is probable cause for official complaint against the governor related to george washington bridge closures in 2013. yesterday, christie's attorney signed a stipulation that the governor would appear in court just before thanksgiving. but the source said yesterday that the judge's finding is being appealed. and even if the appeal is lost, christie has the right to waive a first appearance. so gone are the '80s. >> and then the 70s. >> sounds like a song. >> talking about the temperatures, not the decades. the temperatures are cooler. a real chill on the way for this weekend. before we get that, we could see showers so there's a lot going on. right now, heading out the door, a live view, boat house row.

some breaks of sunshine, but you still see a warmup. overall it's a cooling trend. 70ss for today and tomorrow. by the weekend, nowhere near the 70s. dry evening, though, there will be clouds, though, and a chance of showers for most of the area for tomorrow. for today, the lehigh valley. and some of the suburbs. low 60s in the lehigh valley. just cloudy skies in the suburbs. and some breaks in the clouds in delaware and philadelphia. 65 degrees with mostly cloudy skies. south jersey, seeing more breaks in the cloud cover. this is where we're seeing cooler temperatures. medford, 59 degrees. lumberton now 59 degrees. that's cooler than yesterday. many of these locations were closing to 70 degrees in the morning. here's lumberton. princeton, 61 degrees in mt. laurel to 62. a cooler start and no 80s this afternoon. there are the 70s. but it's upper 70s. still unusually warm. more than 10 degrees warmer for this time of year for center

city and summerton. most could see a spotty light shower for most of the westchester and lansdale. and afternoon temperatures in the 70s. not expecting heavy downpours. i'm not expecting showers for new jersey. mostly cloudy skies but there will be breaks of sunshine for trenton and easton township. more sunshine for the shore in the low 70s this afternoon with winds coming off the ocean. 80s yesterday in wilmington. record high temperature. but 78 degrees this afternoon. the chance of showers, well, their best, most likely to the west. this is where we've seen storms in northwestern pennsylvania. north central pennsylvania but that line of showers is missing us. we have showers bubbling up into south central pennsylvania. and those are the showers that may be impacting parts of our later this morning. 9:30, you see the showers across lancaster county, brooks county and lehigh county. not an all-day rainfall but a

chance we will see scattered showers. weekend, look at the cool. saturday, lingering showers possible. windy and 50s on saturday. low 60s in philadelphia on sunday. with cool weather continuing sunday afternoon. the 10 day on 10 shows that trend continues into next week. best chance of showers tomorrow. then a lingering shower possible on sunday. and look at the 50s heading into tuesday. and sunday morning, we could see morning low temperatures in the 30s. and cooler next week. typical autumn weather with highs in the 60s. >> wow, that is a big difference. 39 degrees, we have seen that in a while. nine minutes before 6:00, let's go to work and check route 202. >> jessica, what are you seeing? >> 202, right around 29, no problems or delays. we're pretty much seeing that all across the board. still a little ahead of the curve where we start to see delays in the area. northbound side from 29 to the schuylkill expressway. that's just a seven-minute trip. so we're still in the green.

average speed into the mid-60s. you can see in both directions. cars moving along just fine. they're dry. no reported problems. in south philadelphia, we are watching this row home fire still with closures in place. 9th and christian, 10th and christian. and 11th and christian, we are blocked off because of this. now, there are smaller streets that mainly will be needed for access from locals, people living in the area. but either way, if you do have to drive through the scene, washington avenue is a good alternate for you. other than that, being detoured around shouldn't be too difficult not seeing a lot of delays in the area, vai. >> people across our area continue to order rides from uber and lyft but the popular app-based service technically aren't street legal. when that may happen across pennsylvania. cheerleader, check. favorite, check. cover girl pinup?

we have new details about uber and lyft, drivers are one step closer to being able to offer it legally in the city. and it goes to the senate. lyft issued a statement saying this is an important step towards securing a permanent future in the state. right now the philadelphia parking authority can fine uber, lyft rand uber x drivers a fine. and officially a new universal pre-k program. this afternoon at the columbia nor ymca in north philadelphia is offering a program. universal pre-k pushed during jim kenney's campaign. this is the first step in the five-year plan. the phillie phanatic is
